To even get to the Sevii Islands you have to have 7 badges and when you do, Bill will meet you and ask you if you want to go with him to talk to his friend.

maconaquah, the Sevii Islands are the seven islands that you go to in Leaf Green and Fire Red. There are actually nine islands, but you get Eight Island and Nine Island in a Nintendo Event.

The real names of the islands are Naval Rock and Southern Island
