Can ssomeone tell me why the cheats say that I can unlock the Husky with 4ooo owner points and I have 9027 and I have NOT unlocked it yet??

do you have the right version for the cheats or you could bark mode with a freind that has a Husky

I think you probably have the wrong version. U should double check that cheat.
