yes it it can be done but it is hardvery very hard but worth it step.1
for DA find a dragonlord with his dragon battle him/her and win step.2
do all of his quest 25 times step.3 battle him two more times step.4
touch it on his nech step.1 for DC do a lot of quest step.2 sell your weapons you get from the quest
