You got Deoxys by either e cheating device or you get the ticket from the Pokemon Center in New York.

When you do get here you don't even see Deoxys. You see a stone in the middle or a triangular mountain and you have to solve a hard *** puzzle and then you see Deoxys at Lv. 30
