To get to 4, 5, 6, and Seven Island, you need to get the ruby from one of the three islands.

hi lukario and i can't get 1 of the three birds. I've got all cheats and they don't work is there a better ball than ULTRA and MASTER

There isn't a better ball than a master ball. Which one are you trying to get?

The lady is on 2 Island

She doesn't give you a ball, she teaches one of your starter pokemon an exclusive move.
