Wizards have a scale with certain balances:
Weak wizards: have very little power but can use magic in all areas (unlimited people)
Strong wizards: have some power, not a lot, but can only use it in 3 areas (5 people)
All powerful wizards: have the power to burn down a skyscaper in a few seconds but can only control 2 areas of magic (2 people)
Only one peice of magic can a strong or all powerful wizard use. Ex: Don't use "elements" but only one element
