XBOX Vice City Cheat/Controller question

Hello. I am new to console games and controllers. I cannot get cheats to work. I have an XBOX with a GameStop controller. For example: weapons cheat codes.

Question: Is "R" and RIGHT the same command as well as "L" and LEFT? and if so, which joystick or button is it reffering to?
As well is up and down on the D pad?

I think that you should use the the button pointing up for up and the button pointing down for down
