It depends, really. Resident Evil 5 is great for action and set-pieces, but Resident Evil 4 is better for...well - Resident Evil! I think 4 just edges it here.

I've seen bits of 2, 4 and 5. 2 is better for making yourself crap yourself, 4 is better for graphics, and crapping yourself, and 5 is better for all of the above. So 5 wins it for me.
