I think you might have been the victim of a prank advertisement. The PS3 hadn't finished development until 2007 and had been developing for six years. If the PS3 is hoping to be better than the PS4, then that means if it's due in 2010 then they're only going to have been developing for 3 years.
I read in a gaming magazine that it was rumoured for release in 2012, but it's extremely unlikely that it will be released in 2010.

This has not been announced by Sony or any of their employees. I mean, I'm sure there is some development going on, but certainly there cannot be a release date for this product.
